The Western Australian rule

Serving alcohol in WA? Bar staff need an RSA within 4 weeks.

Western Australia’s Liquor Control Regulations 1989 (reg 14AD) say anyone employed or engaged to serve liquor at a licensed venue must complete an RSA course within 4 weeks of starting. Racing, Gaming and Liquor’s training page names the national unit SITHFAB021 as the course for bar staff, and says it has no expiry date in Western Australia. Licensees and approved managers have their own requirements.

Western Australia RSA — your questions answered

Is this RSA course accepted in Western Australia?

Racing, Gaming and Liquor’s training page names the national unit SITHFAB021 Provide responsible service of alcohol as the mandatory course for bar staff (club bar staff can use the Clubs WA course instead). Melbourne Tech Institute is RTO #45799 and SITHFAB021 is on our scope — you can check us on training.gov.au. We do not claim approval from the Director or the regulator, so if you want to be certain, ask your employer before you enrol. Read the regulator’s page.

How soon do I need it after starting a job?

Western Australia’s Liquor Control Regulations 1989 (reg 14AD) say within 4 weeks of starting to serve liquor. Your employer keeps a copy of your certificate.

Does it expire in Western Australia?

The regulator says RSA courses done in Western Australia have no expiry date, and the regulations say a person who has completed the course is exempt from doing it again (reg 14AD(4C)). Keep your Statement of Attainment safe.

How much does it cost?

$59, all in. No card fee, no re-sit fee, no certificate fee. The knowledge checks are open book with unlimited retries, and if one of your final written answers is missing something your assessor simply asks you to add to it.

Is there a 30-day money-back guarantee?

How long does it take?

It’s self-paced — do it in one sitting or spread it over a few days. There are nine short modules; the presenter videos add up to about 45 minutes, and everything is tap-to-answer except two short written answers at the end.

Does the course cover Western Australian law?

Yes. Alongside the national RSA content it includes a Western Australian section on your duties under the Liquor Control Act 1988 and Regulations 1989: refusing service to a drunk person, under-18s, proof of age and fake ID, the Banned Drinkers Register, delivery and free drinking water.

Can I do it on my phone?

Yes. The whole course works on a phone, and the two short written answers at the end are easy to type on a phone. A computer works just as well.

When do I get my certificate?

Once your assessor has signed off your results and your USI (Unique Student Identifier) is on file, we issue your Statement of Attainment for SITHFAB021 and email it to you.

I work in Queensland, the Northern Territory, Tasmania, NSW, Victoria or another state. Is this the right course?

This page is for work in Western Australia. Working in Queensland, the Northern Territory or Tasmania? See our Queensland RSA course, Northern Territory RSA course or Tasmania RSA course. NSW, Victoria and the other states have their own RSA rules, so this isn’t the right course there for now. Working in Victoria or NSW? Our course isn’t available there yet, but you can register your interest and we’ll email you the day it opens. Call us on 1300 931 628 if you’re not sure.

Do I need a USI?

Yes — every nationally recognised course in Australia needs one. If you don’t have one, it takes about five minutes, free, at usi.gov.au, and you can add it after you start.

Can I do this course on a student visa?

Yes. If you are in Australia on a student visa, you can do this course with us. Its units are on the Australian Government’s list of short courses that any registered training organisation can teach to student visa holders, so you don’t need a CRICOS provider. Your own visa conditions, such as your work hours, still apply.

I also need a Food Safety Supervisor certificate. Do you do that?

Yes — our Food Safety Supervisor course is $129, 100% online and nationally recognised. Many pubs, clubs and cafés need both, so you can get both for $169 (save $19).
