What Is the Certificate IV in Work Health and Safety (BSB41419)?

The Certificate IV in Work Health and Safety (BSB41419) is a nationally recognised qualification for people who help an organisation meet its work health and safety (WHS) duties. It is made up of 10 units: 5 core units that everyone completes and 5 elective units. This guide sets out what it covers, who it suits and what to check before you pick a provider.
What BSB41419 is
BSB41419 is a qualification in the BSB Business Services Training Package. The current release on training.gov.au is Release 2. It replaced BSB41415, which the register lists as equivalent. The register shows no entry requirements for the qualification and no licensing, legislative or certification requirements attached to it.
Look at the unit titles and you can see how it is pitched. The core units are worded "assist with", "contribute to" and "implement", so the qualification is built for people who support a WHS function and carry out parts of it, rather than people who run an entire safety program alone. Above it sits a Diploma level for broader responsibility.
The five core units
| Unit code | Unit title |
|---|---|
| BSBWHS412 | Assist with workplace compliance with WHS laws |
| BSBWHS413 | Contribute to implementation and maintenance of WHS consultation and participation processes |
| BSBWHS414 | Contribute to WHS risk management |
| BSBWHS415 | Contribute to implementing WHS management systems |
| BSBWHS416 | Contribute to workplace incident response |
Every student completes all five. Between them they cover the legal duties of a workplace, how workers are consulted, how risk is managed, how a WHS management system works, and what to do when something goes wrong. The unit-by-unit guide explains each one in plain English.
Electives: how the 10 units are chosen
The qualification rule is 10 units in total: the 5 core units plus 5 electives, with at least 3 of those electives from the listed Group A. The remaining electives can come from Group A, Group B or other approved sources, as long as they suit the work environment and the qualification. Each provider decides which electives it offers, so two providers can both issue a BSB41419 with different elective units.
At Melbourne Tech Institute the five electives are BSBINS401 Analyse and present research information, BSBWRT411 Write complex documents, BSBWHS417 Assist with managing WHS implications of return to work, BSBWHS418 Assist with managing WHS compliance of contractors, and BSBWHS431 Develop processes and procedures for controlling hazardous chemicals in the workplace. All five are Group A units and all ten units can be completed at a desk, with no workplace needed. See the course page for the full unit list.
Who it suits
| If you are... | Why the qualification may fit |
|---|---|
| Moving into a WHS role | It gives you a recognised qualification covering compliance, consultation, risk, systems and incidents. |
| A supervisor or manager who was handed safety on top of the job | It puts structure and the legal reasons behind what you already do on the floor. |
| Already doing WHS work without a qualification | It records what you know against a national standard, and Recognition of Prior Learning (RPL) may be available. |
| Wanting a step towards a Diploma of WHS | It is the level below a Diploma in the same field. |
Employers decide which qualifications they ask for in a job, so check what the roles you are aiming at actually list. A Certificate IV is not a licence, and nothing in the qualification guarantees a particular job.
How it works at Melbourne Tech Institute
MTI delivers BSB41419 fully online and self-paced, with up to 12 months to finish. You do not need a workplace, and nothing is filmed, so there are no video uploads. You work through short lessons and a presenter video in each section, then complete guided jobs for a made-up company called Quillbeck Foods. An automated check tells you what is missing before you submit, and then a qualified assessor decides whether you have met the requirements. You can resubmit as many times as you need.
